In a stunning announcement from Amtrak Senior Vice President and Chief Commercial Officer Stephen Gardner to officials in towns along the Southwest Chief route,  he indicated that the passenger railroad will cease to operate trains on lines that are not totally equipped with positive train control after the end of this year.

The decision could lead to the disruption or eventual discontinuance of eight national network trains, including the Texas Eagle, which operates on 110 miles of the Union Pacific Railroad Desoto subdivision between St. Louis and Little Rock.  Apparently the Amtrak board is insisting that PTC be in place regardless of the fact that under 49 CFR section 236.1019 (c) (3), the route is entitled to an Federal Railroad Administration “limited operations exception” on lightly used rail lines.
